A mystery film shoot somewhere in Germany 1947 (update: 1950 Simca Facel 8 Sport Farina in Paris ! )

"My mother-in-law was born in Berlin. This photo came to England when she got permission to marry a Tommy in 1947. She can't remember where or what it is. I think  (next to the car) is a famous actor."  

Editor: in a way we would be surprised if this is Berlin, 1947. A large architectural structure (possibly Albert Speer ?) like what we see should at least show some war damage. Anybody who recognises the building?
Regarding the car which looks familiar, our memory is failing. Simca 1950?
