A Streetscene Mystery (Upd. 1938/1939 Ford Eifel?)

When we first saw this picture, we thought: "Yes, that's just the way it was in the 1950's, a quit street, the local greengrocer about to unload his wares in front of his shop." But then we noticed the strange sedan with the roof rack of which we see only a small part. And however long we looked, we couldn't think of what it could be. Fortunately the photographer took another picture in which the sedan again appears, although that doesn't help us very much. If you have any clue as to what this car is, please tell us!
