The two pals mystery (Upd. John Heath of HWM?)

From John Spratt we received this nice shot of these two racing drivers, who seem to be good friends. Johns asks us if we can identify them. Both are wearing the British Racing Drivers Club emblems on their overalls so we presume the photo must have been taken on a British racing circuit. We noticed the uncanny resemblance of the driver on the right to British actor Michael Palin, but we don’t think he’s a relative. Can you tell us who, when and where?
